Building outsourcing tender management platform for the Israeli Ministry of Interior
Israel currently has 257 local councils, which include cities and regional councils, under the Israeli Ministry of Interior. The ministry is the main provider of governmental services for the councils, as well as the supervisor of their activity. The “Namer” platform, developed by Elad for the ministry, was built to manage outsourcing tenders published by the councils. The platform was planned in cooperation with ministry employees.
Outsourcing tenders are critical for local councils, as well as for the public. Making them accessible, easy to view and to apply, is crucial for finding the best people for every position. Moreover, the system has to provide each of the 257 local councils with the ability to manage their tenders, while giving supervisory interfaces to the Ministry of Interior.

Namer combines an internal tender management system with an external interface designed to make them accessible.
The Future is in The Cloud: The entirety of Namer is hosted on Microsoft cloud, while siloing the publicly-available part of the system from the management interface and the database. The platform utilizes the most up-to-date security architecture to ensure data integrity.
Easy to Update, Easy to Apply: Namer was built to provide simple yet robust search capabilities for outsourcing tenders from every device and every screen, powered by an innovative website which emphasises responsivity and was developed using the modern Angular programming platform.
Future-Proof: The Namer platform was built to be scalable, and support as many tenders as needed - today and in the future.
